Buying or selling?
A Compliance Certificate is required to close escrow when a property is sold or transferred. A certificate is valid twenty years after a complete replacement and seven years otherwise.
A 180-day extension is available when buying or selling: if a Compliance Certificate cannot be obtained before title transfers, a Time Extension Certificate allows 180 days for the work, and is valid only when returned with a $4,500 deposit at title transfer.
Planning work?
Where a permit is sought for new construction or for remodelling costing more than $100,000, a Compliance Certificate is required before the final permit or approval is obtained.
Who to call first about the sewer lateral
El Cerrito: official site(opens in a new tab)The documents this answer is built on
Who is responsible for which part
The owner has the whole lateral, out to and including the fitting where it joins the main - the District's code says the lateral includes "the connection to the Main Sewer". The City says so too in the case people most often assume goes the other way: neither the City nor Stege Sanitary District is responsible "even if the roots in your sewer lateral originate from a City street tree". The City also argues that roots do not break sound pipes - they enter through joints that are already leaking, which in a city built mostly between the 1940s and 1960s is most of them.
- The property owner
- All of it. The City states that under "Stege Sanitary District Ordinance Code Chapter 4, Section 4.4.7, it shall be the responsibility of the property owner to perform all maintenance, repairs and replacement necessary to maintain the Lateral", and draws the conclusion explicitly: "neither the City of El Cerrito, nor the Stege Sanitary District is responsible for clogs or damages to your sewer lateral or the cost of repairs, even if the roots in your sewer lateral originate from a City street tree". The City recommends knowing where the lateral runs, having a cleanout installed if there is none, and inspecting by video "before there are symptoms of trouble". How far that reaches is set by the District's own code, which El Cerrito sits inside: a Lateral is "a sewer that conveys the Wastewater of a Discharger from a Building Sewer to a Main Sewer, including the connection to the Main Sewer", and the Lower Lateral is "the portion of the Lateral in the public right of way up to the publicly owned Main Sewer". So the fitting at the main is inside your half, which is the most expensive part of it and the part most often left unsaid.

City of El Cerrito, Homeowner AlertWhat the rules say
These requirements are issued by East Bay Regional Private Sewer Lateral Program, not by El Cerrito.
Most relevant if you are remodelling or adding a unit
Where a permit is sought for new construction or for remodelling costing more than $100,000, a Compliance Certificate is required before the final permit or approval is obtained.
What to do: Check whether a current certificate or exemption already covers this property through the East Bay Regional Private Sewer Lateral Program before planning the permit timeline around an inspection.
Consolidated Regional Private Sewer Lateral Ordinance, effective 24 May 2019Why this matters
This is the highest threshold of the covered programmes - Berkeley's own ordinance, which this one does not cover, fires at $60,000, and three Marin districts at $50,000. It is also required later in the process than its neighbours demand: the certificate is needed before final approval rather than before the permit is issued. A certificate is valid twenty years after a complete replacement and seven years otherwise, and an exemption may be available where the lateral was fully replaced within the last ten years.

Consolidated Regional Private Sewer Lateral Ordinance, effective May 24, 2019Why this matters
An exemption may be available if the sewer lateral was fully replaced within the last ten years, or if an unexpired certificate from another agency already covers the property. Whether one already exists is not something an address lookup can answer - ask the programme, which holds the certificate records.
A 180-day extension is available when buying or selling: if a Compliance Certificate cannot be obtained before title transfers, a Time Extension Certificate allows 180 days for the work, and is valid only when returned with a $4,500 deposit at title transfer.
What to do: If the lateral cannot be certified before completion, ask the East Bay Regional Private Sewer Lateral Program about a Time Extension Certificate, and agree in writing which party will receive the $4,500 refund.
East Bay Regional Private Sewer Lateral ProgramWhy this matters
The certificate requirement reads as an absolute bar on closing escrow, and it is not one. The $4,500 is a deposit rather than a fee - the programme states it "will be released to the designated party when compliance is achieved" and is refunded if compliance is met within the 180 days - but it still has to be found at title transfer, and the Time Extension Certificate itself carries its own charge.
Assistance programmes
Stege Sanitary District private sewer lateral replacement loan
Up to $30,000, no interest, repaid over a period not exceeding ten years through annual property tax bills with no pre-payment penalty. The District pays the contractor directly, based on the lowest of three bids dated within the previous 90 days, and states applications are usually approved or denied within a week. Offered first-come, to the extent of available funding. Apply before the work: the District sets the order as bids, then the application, then its approval - "If approved, the property owner will be required to submit a signed and notarized Contractual Assessment Agreement which will be recorded as a lien against the property" - after which "District staff will then provide the loan funding directly to the plumbing contractor".
Not available for a sale. The District requires that the lateral has NOT triggered the Regional PSL Program through a property transaction, construction over $100,000, or a change of water meter size — and a property transaction is what the regional requirement covering El Cerrito turns on. Beyond that the property must be served by Stege Sanitary District, and the work must be done by a contractor from the District's registered list.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
