Who is responsible for which part

The owner has the whole lateral, out to and including the fitting where it joins the main - the District's code says the lateral includes "the connection to the Main Sewer". The City says so too in the case people most often assume goes the other way: neither the City nor Stege Sanitary District is responsible "even if the roots in your sewer lateral originate from a City street tree". The City also argues that roots do not break sound pipes - they enter through joints that are already leaking, which in a city built mostly between the 1940s and 1960s is most of them.

The City states that under "Stege Sanitary District Ordinance Code Chapter 4, Section 4.4.7, it shall be the responsibility of the property owner to perform all maintenance, repairs and replacement necessary to maintain the Lateral", and draws the conclusion explicitly: "neither the City of El Cerrito, nor the Stege Sanitary District is responsible for clogs or damages to your sewer lateral or the cost of repairs, even if the roots in your sewer lateral originate from a City street tree". The City recommends knowing where the lateral runs, having a cleanout installed if there is none, and inspecting by video "before there are symptoms of trouble". How far that reaches is set by the District's own code, which El Cerrito sits inside: a Lateral is "a sewer that conveys the Wastewater of a Discharger from a Building Sewer to a Main Sewer, including the connection to the Main Sewer", and the Lower Lateral is "the portion of the Lateral in the public right of way up to the publicly owned Main Sewer". So the fitting at the main is inside your half, which is the most expensive part of it and the part most often left unsaid.
What else is worth knowing
There is no split to establish, but there is a cause worth understanding before paying for the same repair twice. The City's position is that "if the pipe is structurally sound and does not leak, roots will not pose a problem", and that roots enter only where a joint or crack is already open - so clearing a root mass treats the symptom while the defect that admitted it stays. It attributes the prevalence locally to the housing stock: clay pipe with joints sealed in oakum and mortar, "assumed to have a lifetime of 25 to 30 years", in a city whose homes were mostly built "from the 1940s through 1960s". The earliest signs it gives are gurgling from the toilet and a backup in the shower while the washing machine drains.

    A 180-day extension is available when buying or selling: if a Compliance Certificate cannot be obtained before title transfers, a Time Extension Certificate allows 180 days for the work, and is valid only when returned with a $4,500 deposit at title transfer.

    Why this matters

    The certificate requirement reads as an absolute bar on closing escrow, and it is not one. The $4,500 is a deposit rather than a fee - the programme states it "will be released to the designated party when compliance is achieved" and is refunded if compliance is met within the 180 days - but it still has to be found at title transfer, and the Time Extension Certificate itself carries its own charge.
