Who is responsible for which part
In Yreka the property owner maintains the whole sewer lateral to the City's main, including the connection to it. Section 12.16.035(d)(1) of the City's code provides that "The property owner at property owner's expense shall maintain all sewer laterals and private sewers", and names among them "the connection to a city sanitary sewer main".
- The property owner
- Every private sewer lateral, which section 12.16.035(c)(14) defines as the pipes and appurtenances carrying wastewater "from the structure(s) served, whether the structure(s) is or are publicly or privately owned, to the sewer main", together with the building drain, building cleanout, sidewalk cleanout frame and cover, backflow protection and the connection to the main. The owner clears obstructions immediately and must "perform any repair or replacement necessary to ensure the private sewer laterals or private sewers meet those standards and requirements." The City's grease control chapter says the same: "Sewer laterals between the buildings and the connection to the public sewer are owned and maintained by the property owner served by the lateral."

What to do: Before connecting to a City sewer, apply in writing to the Yreka City Clerk, pay the sewer connection charge, ask the Director of Public Works for the grade, and leave the line uncovered until it has been inspected.
Yreka Municipal Code section 12.16.050, Permit requiredWhy this matters
The owner maintains the lateral all the way to the main, including the connection. Under the permit's conditions the connection is made under the Director's direct supervision, the City's own employee makes the tap and connects the first joint of pipe, and the applicant connects to that joint and furnishes the materials, laying the line at the grade the Director specifies and to the plumbing code. A connection not made in a good and workmanlike manner is broken by the Director unless promptly modified. Section 12.16.010 separately makes it unlawful to connect with or disturb the City's sewers except under the Director's direct supervision.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
