Who is responsible for which part

In Yreka the property owner maintains the whole sewer lateral to the City's main, including the connection to it. Section 12.16.035(d)(1) of the City's code provides that "The property owner at property owner's expense shall maintain all sewer laterals and private sewers", and names among them "the connection to a city sanitary sewer main".

Every private sewer lateral, which section 12.16.035(c)(14) defines as the pipes and appurtenances carrying wastewater "from the structure(s) served, whether the structure(s) is or are publicly or privately owned, to the sewer main", together with the building drain, building cleanout, sidewalk cleanout frame and cover, backflow protection and the connection to the main. The owner clears obstructions immediately and must "perform any repair or replacement necessary to ensure the private sewer laterals or private sewers meet those standards and requirements." The City's grease control chapter says the same: "Sewer laterals between the buildings and the connection to the public sewer are owned and maintained by the property owner served by the lateral."

What else is worth knowing

Nothing splits the lateral between the City and the owner. The sewer main, section 12.16.035(c)(22) says, "does not include any portion of a private sewer lateral or private sewers", and the owner must remove roots growing from a lateral into the City's main within 120 days of notice. One clause of 12.16.035(d)(1) refers to the lateral "to the cleanout wye connection or to the city sanitary sewer main as provided below", but no later provision sets out a cleanout alternative, and the same sentence puts the connection to the main on the owner. The section also mentions general and limited waivers that let an owner obtain a compliance certificate without work on the lower sewer lateral, without saying how they are granted, so ask the City. These sections govern property on the City's sewer; the code names the Karuk Indian Tribe as operating its own collection system connected within the City's service area.
