Vacaville requires the lateral to be inspected when a home is enlarged. Section 13.08.110(C)(1) provides that all private sewer laterals connected to the city's system "shall be inspected per subsection F of this section at the property owner's sole expense" when the City has issued a notice of violation after a spill from the lateral, or "Upon submittal of a building permit for the construction of an ADU when authorized by state law, or an addition of a bedroom, bathroom, or kitchen in a residential structure".

Who is responsible for which part

Vacaville rewrote its lateral rules in 2026 and states the whole answer in one subsection, fitting included. Section 13.08.110(B)(1) puts the entire lateral, from the building connection up to and including the wye or other tie-in at the main, on the owner - it "shall fall within the owner's responsibility for installation, maintenance, repair, and replacement". The same subsection adds that "Any work within the public right-of-way shall require a city encroachment permit".

What to do: Before applying to add a bedroom, bathroom, kitchen or ADU, find any permit showing the lateral was replaced in the last 20 years or inspected in the last five, because that document is what exempts you. If there is none, budget for the inspection - a water exfiltration test, an air test or a colour video from the house to the city-owned main - and for a repair within 180 days if it fails. Ask the Utilities Department which inspection method it prefers for your lateral before hiring anyone.
