Who owns the water service line in Vacaville, CA
The City's duty runs to a defined point of service, and everything past it is yours. - Everything up to the point of service, which for an ordinary metered home is just past the meter. Section 13.12.010 provides that "For a metered water service connection, the city's point of service generally is located at the downstream side of the meter where it connects to the private water line".
- The property owner
- The private water line from the point of service to the building, and any change to it the law requires. Section 13.12.250 adds that "The city shall not be responsible for any costs associated with the modification of private plumbing beyond the point of service", and that the customer indemnifies the City against claims arising from "the condition, operation, maintenance, or repair of said private water line".
- What decides which applies
- The handover moves if your meter is not in the street. Section 13.12.010 provides that "in any location where the meter is outside of the city right-of-way containing the city distribution main, the city's point of service is located at the boundary of the city right-of-way" - so on a lot where the meter sits on your side of that line, the pipe between the right-of-way boundary and the meter is yours, not the City's. Find where your meter is before deciding whose a leak is. Do not operate the City's valves either: section 13.12.340 makes it unlawful for "anyone other than city personnel or authorized representatives to operate any appurtenance of the city's water distribution system". And check the name on your water bill: a small part of the city is on the Solano Irrigation District's Elmira system, whose own rules govern there.

Vacaville rewrote its lateral rules in 2026 and states the whole answer in one subsection, fitting included. Section 13.08.110(B)(1) puts the entire lateral, from the building connection up to and including the wye or other tie-in at the main, on the owner - it "shall fall within the owner's responsibility for installation, maintenance, repair, and replacement". The same subsection adds that "Any work within the public right-of-way shall require a city encroachment permit".
