Vacaville requires the lateral to be inspected when a home is enlarged. Section 13.08.110(C)(1) provides that all private sewer laterals connected to the city's system "shall be inspected per subsection F of this section at the property owner's sole expense" when the City has issued a notice of violation after a spill from the lateral, or "Upon submittal of a building permit for the construction of an ADU when authorized by state law, or an addition of a bedroom, bathroom, or kitchen in a residential structure".

Who is responsible for which part
Vacaville rewrote its lateral rules in 2026 and states the whole answer in one subsection, fitting included. Section 13.08.110(B)(1) puts the entire lateral, from the building connection up to and including the wye or other tie-in at the main, on the owner - it "shall fall within the owner's responsibility for installation, maintenance, repair, and replacement". The same subsection adds that "Any work within the public right-of-way shall require a city encroachment permit".
- The property owner
- The whole run and the junction with the main. Section 13.08.110(B)(2) makes "Each property owner" responsible for "maintenance and repair of their private sewer lateral" in a safe and sanitary condition, and lists what that means: laterals "shall be free of displaced joints, breaks, offsets, structural defects, damage, open joints, missing portions of pipe, root intrusion, cracks, leaks", and "shall be equipped with cleanouts".

What to do: Before applying to add a bedroom, bathroom, kitchen or ADU, find any permit showing the lateral was replaced in the last 20 years or inspected in the last five, because that document is what exempts you. If there is none, budget for the inspection - a water exfiltration test, an air test or a colour video from the house to the city-owned main - and for a repair within 180 days if it fails. Ask the Utilities Department which inspection method it prefers for your lateral before hiring anyone.
Vacaville Municipal Code section 13.08.110, Sewer laterals/systemsWhy this matters
This is a condition on the building permit, and a failed inspection starts a clock. If the lateral does not meet the standard in subsection B, "it shall be repaired or replaced to conform to such standards within 180 days", and where the inspection followed a spill, or the pipe is the wrong material, "it must be completely replaced rather than repaired". Two exemptions are easy to miss and worth checking first: no inspection is needed if the lateral was installed or replaced within the previous 20 years, or inspected to the City's standard within the past five - but "The owner shall bear the burden of proving" it, with a permit or equivalent record. Repairs need two permits: "No person shall repair or replace a sewer lateral without first obtaining a building permit and an encroachment permit from the city."

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
