  • When you remodel · Work required

Saratoga is split between two sanitary districts and each has its own requirements for building work. Cupertino Sanitary District, which serves portions of the city, states that "a private sewage pump is required with all new building construction and or major remodeling projects where the lowest floor with plumbing fixtures is less than one foot above the rim elevation of the nearest upstream manhole", with a certificate sealed by a Registered Civil Engineer needed before the building permit; and that "video inspection of the sewer lateral is required for new structure construction and major remodeling", with "two video inspections" where the work connects to an existing lateral. West Valley Sanitation District, which serves about two thirds of the city, requires a sewer connection permit and states that "the requirement to install a property line cleanout shall be imposed by the district for any work requiring a district permit" - unless the owner files "a properly executed district release of liability for the maintenance, cleaning, and repair of the PLCO and lower lateral", PLCO being its name for that cleanout.

Who is responsible for which part

No single authority covers Saratoga: the City states that the sewer lines "are owned and maintained by Cupertino Sanitary District and West Valley Sanitation District". In Cupertino Sanitary District's area, that District makes you responsible for the house lateral, the cleanout and the point of connection to the street lateral, and states that it maintains and repairs the part in the street where there is an accessible, serviceable cleanout at the property line. In West Valley Sanitation District's area, about two thirds of the city, West Valley's code puts your side at the cleanout, "unless otherwise provided by district ordinance or policy", but another section names the connection at the public sewer as an end point too, without saying which applies when. West Valley's code says the part in the street "is owned by the district", and says both that the District "will maintain" it and, for laterals installed before 1 November 2026, that it "may continue" to, without reconciling the two. In West Valley's area, confirm with West Valley Sanitation District where your side ends and what it will do for yours.

What to do: Settle which district serves the address before designing anything - the requirements above are not the same on both sides of that boundary, and neither district claims the whole city. Then ask that district about the elevation certificate and the cleanout while the drawings are still changeable, because both are cheaper to satisfy before the work than after. In West Valley's area, ask too what filing its release instead of installing the cleanout would mean for the lower lateral; its code does not say.
