Who is responsible for which part

No single authority covers Saratoga: the City states that the sewer lines "are owned and maintained by Cupertino Sanitary District and West Valley Sanitation District". On the lateral the two agree - the district looks after the part in the public street and the owner looks after the part from the house - and both make their side conditional on an accessible cleanout at the property line.

Cupertino Sanitary District states that "maintenance and repair of the private house sewer lateral, cleanout, and point-of-connection to the street lateral are the responsiblity of the property owner" - naming the point of connection, which most authorities leave open. West Valley Sanitation District states that the owner "retains ownership and maintenance responsibilities for all private sewer system components", which it defines to include the upper lateral from the building's plumbing to the property line. Where there is no properly installed, maintained and accessible property line cleanout, West Valley states the maintenance obligation for the lower lateral stays with the owner too.

What decides which applies

Two things decide this, and only one of them needs a phone call. The cleanout is the first and it is the same on both sides: without an accessible, serviceable cleanout at the property line, neither district's responsibility for the street lateral begins, and the whole run is the owner's. The second is which district serves the address - West Valley Sanitation District covers about two thirds of the city and Cupertino Sanitary District covers portions of it, and neither claims the whole. They agree on what each side keeps; they differ in that West Valley also claims ownership of the lower lateral, which matters if the question ever becomes whose pipe it is rather than who fixes it.

Cupertino Sanitary District, which serves portions of the city, states that "a private sewage pump is required with all new building construction and or major remodeling projects where the lowest floor with plumbing fixtures is less than one foot above the rim elevation of the nearest upstream manhole", with a certificate sealed by a Registered Civil Engineer needed before the building permit; and that "video inspection of the sewer lateral is required for new structure construction and major remodeling", with "two video inspections" where the work connects to an existing lateral. West Valley Sanitation District, which serves about two thirds of the city, requires a sewer connection permit and states that "the requirement to install a property line cleanout shall be imposed by the district for any work requiring a district permit".

  What to do: Settle which district serves the address before designing anything - the requirements above are not the same on both sides of that boundary, and neither district claims the whole city. Then ask that district about the elevation certificate and the cleanout while the drawings are still changeable, because both are cheaper to satisfy before the work than after.

Only this District asks for a surveyed, engineer-sealed answer before the permit issues, which is a cost and a lead time before anything is built, and it puts the pump's "installation, maintenance and repair costs" on the owner. The second video inspection is the other surprise: it happens after the work and it can fail, when the lateral is open and the contractor has gone. Neither elevation comes from an address lookup, so which side of the one-foot line you fall on is a measurement rather than a record.
