Connecting to Santa Clara's sewer needs a written permit and the fees paid first: "no person whose premises are not now connected with the sewer system shall connect any premises or cause any premises to be connected with the sewer system without first obtaining a written permit to do so from the City and paying the established connection fees". There is also a deadline attached to availability rather than to notice - a property within 200 feet of a possible connection "shall be required to connect such premises to the sewer system within sixty (60) days from the date when a main sewer or lateral sewer located within the distance specified in this section is completed and available for connection". And each building needs its own: "there shall be a separate connection to the sewer system for each building or structure served", unless the Director permits otherwise in writing.

Who is responsible for which part

The whole pipe is yours, all the way to the City main, and the code says so in its definition: "each sewer lateral is owned by the entity that owns the property". No cleanout changes that. What a cleanout does change is what the City will do for you - with one at the property line, a City crew will check and clear the lower half at no charge; without one, the City says it "will not be able to assess the condition of the lower lateral to the main".

What to do: Ring the Department of Public Works on 408-615-3000 before anything is designed and ask for the Sewer Connection Permit application and the current fee schedule. If the project is an ADU or a second structure, ask in the same call whether it can share the existing connection - that needs a written permit from the Director and the answer changes the budget. If your property is still on a septic system, ask whether a sewer is already available within 200 feet, because the sixty days may already be running.
