Who is responsible for which part
In San Pablo the whole lateral is the owner's, through the connection at the main. West County Wastewater District's code provides that "It is the responsibility of the property owner to maintain their building sewer in good condition in its entirety from the building served through the wye or point of connection with the public sewer, regardless of whether said building sewer is located in a public street, alley, easement or other location on or off of owner's property."
- The property owner
- The building sewer or sewer lateral, which "includes the wye or point of connection with the public sewer" and runs to two feet outside the building wall. The District's customer page: "Customers are responsible for the internal plumbing and sewer lateral up to the point of connection with the public sewer main, including the portion under the sidewalk and street."

Most relevant if you are selling or buying

What to do: Check for a certificate from the last ten years; if there is none, arrange the lateral test before you list - the certificate itself is needed for the sale.
West County Wastewater District Code section 3.20.010Why this matters
The test comes before listing, not at closing, and repairs must be done before the deed is recorded unless an extension is obtained. The District must be given 24 hours' notice so it can witness the test. A certificate means no new test for ten years from the final inspection, unless the District has reason to think the lateral has since become defective.

How this compares to neighbouring cities
5 of the 8 nearest cities draw the line somewhere else. Each authority publishes only its own rule.
Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
