Who is responsible for which part

On the City of Pinole's sewer, the building sewer lateral is the owner's all the way to the City's main, including the length under the street. Chapter 13.20 of the City's code makes it "unlawful for any property owner to maintain a building sewer lateral in a defective condition" and provides that "All costs of repair or replacement of the building sewer lateral shall be borne by the property owner." The City's lateral page says: "The maintenance and repair of the entire private sanitary sewer lateral is the responsibility of the property owner." West County Wastewater District collects in some sectors of the city instead, under its own rules.
