Montague Municipal Code section 13.22.060 provides that "Failure of a property owner(s) to abate any condition that is causing sanitary sewer overflow within thirty business days of receiving a notice from the city is hereby declared to be a violation of the City Ordinances and Regulations".
What to do: If the City sends a notice about an overflow from your lateral, have it repaired within thirty business days, to the City's Standard Specifications.
Montague Municipal Code section 13.22.060Why this matters
The City may abate the condition itself and recover its costs through a nuisance abatement lien, and an owner whose lateral caused an overflow reimburses the City for any civil penalty the Regional Water Quality Control Board imposes on it. Repairs and replacements must follow the City's Standard Specifications.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. One of the two authorities does not say where its side ends, so the two answers cannot be compared here.
