Montague owns the water service connection wherever it lies and reserves the right to repair it, and nothing the City publishes says where the owner's side begins. Section 13.04.130 provides that "The service connection, whether located on public or private property, is the property of the city, and the city reserves the right to repair, replace and maintain it". This is Montague's own statement.
- Montague
- The service connection, which is City property on public or private land. The City furnishes it "complete from its main to the curbline, if located in a street, or from its main to the property line, if located in an alley", at the applicant's charge. The code gives the City a right to repair, replace and maintain the connection rather than a duty to.
- The property owner
- The code makes the service connection City property and says nothing about who repairs the pipe beyond it. What it puts on the owner is damage to a meter sitting on private land: "Any damage to a water meter located on the property of any user shall be the responsibility of the landowner."

Montague Municipal Code section 13.04.130, City control of service connectionWhat Montague reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Montague has classified less of its network than most of California: 100.0% of its service lines are still unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 91% of Montague's land inside the boundary it maps for the city's own water system. A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Unclassified means nobody has established what the pipe is made of. It does not mean lead was found.
- Classified does not mean inspected, and this system inspected less than most. Montague established 0.0% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Montague says:
Montague puts the private lateral on the owner up to the property line, including its connection there. Section 13.22.060 provides that "It is the responsibility of the property owner to maintain the private lateral up to and including its connection at the property line."
One of the two authorities does not say where its side ends, so the two answers cannot be compared here.
