Who is responsible for which part
Jackson puts the whole service lateral on the owner, including the part under the street. What to do: Before repairing the lateral, get the City's permit; if the work opens the street, the contractor also needs the encroachment permit from whichever of the City, Amador County or Caltrans controls that road.
Jackson Municipal Code section 13.20.060, Connection with public sewerWhy this matters
The owner maintains the lateral all the way to the main, so a repair under the street is the owner's work. Section 13.20.070 adds that "No sewer or service shall be constructed or any excavation made within the right-of-way of any street within the city until after a permit has been issued therefor by the superintendent", and the contractor must obtain any City, county or state encroachment permits.

How this compares to neighbouring cities
The nearest city draws the line in the same place. Each authority publishes only its own rule.
Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
