Who is responsible for which part
In Plymouth the side sewer, the whole pipe from the building to the main sewer, belongs to the property owner and is the owner's to maintain. Section 13.05.100 of the City's code provides that "Side sewers shall be owned and maintained by the owner of the property served thereby."

What to do: Before any work on a lateral or building sewer, apply to the City of Plymouth for a written permit, and ask whether the City will do the lateral work on a deposit or you should hire a licensed contractor.
Plymouth Municipal Code section 13.08.010, Permit required. Ord. 82-12 § 53Why this matters
The owner owns and maintains the whole side sewer, from the building to the main sewer, so work on any part of it is the owner's to arrange, under a written City permit. For repair or maintenance of the lateral sewer in the street, section 13.08.050 gives the owner a choice: deposit the City's estimate and let the City do the work, or hire a licensed contractor to do it to City specifications and pay inspection fees.
