Jackson maintains the water service from its main to the meter box, and the pipe from the meter to the house is the customer's. The City's 2024 lead service line inventory records that ownership is split and that "Split is at the meter.", and describes "the customer's piping from the meter to the house". This is Jackson's own statement.
- Jackson
- The service from the main to the meter box, and the meter. The City's Public Works page lists among its water staff's duties "maintaining water mains, fire hydrants, valves, and water services from mains to individual meter boxes", and adds that "Staff also maintains and replaces meters for approximately 2,200 water service accounts." The code keeps "Title to all meters, service pipes and appurtenances used in providing a water service connection" with the City's water system.
- The property owner
- The customer's piping from the meter to the house. The City's standard service-connection drawings mark the run past the meter or meter box as the customer's maintenance responsibility, and the code has the owner install "a control valve on the house piping between the water meter and the first valve outlet on the premises".

City of Jackson, Lead Service Line Inventory Report (initial inventory, last updated 14 October 2024), filed for water system CA0310001What Jackson reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Jackson has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 96% of Jackson's land inside the boundary it maps for the city's own water system. A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Jackson gives the opposite answer to the one above:
Jackson puts the whole service lateral on the owner, including the part under the street. Section 13.20.155 provides that "All privately owned service laterals and private sewage disposal systems and appurtenances from all points of the property to the sewer main shall be maintained by the property owner or owners in a safe and proper operating condition".
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
