- Who issues it:
- City of Half Moon Bay city engineer
- What it covers:
- any excavation, cut or fill in or under a street or other public place, which is where the lateral sewer runs to the main
Half Moon Bay Municipal Code section 12.04.020 provides that no person shall make "any excavation, cut or fill in or under the surface of any street or other public place in the city" without first obtaining a permit from the city engineer, a permit the code calls a "street encroachment permit". Where the City collects the sewage, the lateral sewer under the street is the owner's to maintain, repair and replace, so this is the permit an owner needs to reach that part of their own pipe. It is the City's street permit and applies whichever agency collects.

Who is responsible for which part
Where the City of Half Moon Bay collects the sewage, the owner keeps the lateral all the way to the City's main, including the length under the street. Section 13.12.110 of the municipal code defines the lateral sewer as "the portion of a sewer located within a public street connecting a building sewer to the main sewer, the ownership, and responsibility for all maintenance, repairs and replacement of which lies with the owner of the property it serves". The City's 2026 sewer system management plan says the same from the other side: "the City does not own or have operation responsibilities for sewer laterals".
- The property owner
- The whole run from the building to the City's main. On the lot, section 13.12.040 provides that "The building sewer is owned by the owner of the property it serves, and said owner is responsible for all maintenance, repairs and replacement thereof." Under the street, the lateral sewer is the owner's in the same terms. Section 13.28.100 covers the two together: "Maintenance of the side sewer shall be the responsibility of the owner of the property served thereby", and section 13.12.260 defines the side sewer as "the sewer line beginning at the foundation wall of any building and terminating at the main sewer". The main is the City's: "a city-owned and maintained sewer located within a public street or easement".

What is required
- Who issues it:
- City of Half Moon Bay city engineer

What to do: Before digging in the street to reach a sewer lateral, apply to the Half Moon Bay city engineer for a street encroachment permit, with a State-licensed contractor and the deposit for the length of the trench, and tell the engineer before backfilling starts. If the City collects your sewage, take out the City's sewer permit as well. If Granada Community Services District collects it, ask the District and the city engineer what each requires before the work starts.
Half Moon Bay Municipal Code section 12.04.020, Permit required for excavation or new constructionWhy this matters
The deposit is set in the code by the length of the cut. Section 12.04.040 asks for "a sum equal to ten dollars per lineal foot of any trench, cut or opening in any walkway, street or public easement, the minimum amount of which shall be one hundred dollars", returned ninety days after the city engineer accepts the replaced pavement or sidewalk. Before backfilling, section 12.04.050 has the permittee give timely notice to the city engineer, who has the backfilling inspected at the permittee's expense, and if the pavement subsides within three months and is not corrected within a week of notice, the City may correct it and draw on the deposit. Under section 12.04.060, "Every person making an excavation, cut or fill in a paved city street shall maintain the surface thereof in good condition for a period of one year following the date of issuance of the permit therefor". Permits for work on the City's improvements go only to "a person licensed by the state as a contractor for the work to be performed under such permit". In an emergency the digging may start first, but section 12.04.030 has the person notify the city engineer and obtain a permit "as soon as practicable after such work is commenced". On the City's own sewer, section 13.36.010 also requires a City sewer permit before anyone performs "any work on any lateral or building sewer", and section 13.36.040 has inspections requested "not less than one business day prior to the inspection".

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
