In Half Moon Bay, Coastside County Water District owns and maintains the service connection from its main to the meter, and the pipe past the meter is the customer's. The District's General Regulations define the service connection as "an assembly consisting of the District-owned pipeline from the water main to the outlet side of the water meter, the meter box, fittings, and water meter", and provide that "Said meters and service connections shall be maintained, repaired and renewed by the District when rendered unserviceable through ordinary wear and tear". This is Coastside County Water District's own statement.
- Coastside County Water District
- The service connection: the pipeline from the main to the outlet side of the meter, the meter box, the fittings and the meter. The regulations provide that "All service connections and meters shall be and remain the properties of the District and shall not be altered or moved by anyone other than an authorized employee of the District." The District repairs and renews them when they wear out in the ordinary way.
- The property owner
- The pipe on the customer's side of the meter. The regulations require that "The owner of the property to be served shall install a control valve on the pipe between the District meter and the first fixture outlet on the premises", and where an unusually high bill comes from a leak on the customer's side of the meter, "it shall remain the responsibility of the customer." In high-pressure areas the customer must also fit and maintain a pressure regulator on the service line on the property. Separately, the regulations limit the District's liability: it is not responsible "for broken or damaged pipes beyond the District meter".

Coastside County Water District, General Regulations Regarding Water Service (June 10, 2025)What Coastside County Water District reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Coastside County Water District has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 82% of Half Moon Bay's land inside the boundary it maps for Coastside County Water District. A share of land is not a share of homes: open space counts the same as a dense block. Measured 25 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Half Moon Bay gives the opposite answer to the one above:
Where the City of Half Moon Bay collects the sewage, the owner keeps the lateral all the way to the City's main, including the length under the street. Section 13.12.110 of the municipal code defines the lateral sewer as "the portion of a sewer located within a public street connecting a building sewer to the main sewer, the ownership, and responsibility for all maintenance, repairs and replacement of which lies with the owner of the property it serves". The City's 2026 sewer system management plan says the same from the other side: "the City does not own or have operation responsibilities for sewer laterals".
Your sewer lateral is yours to the main; your water line stops being yours at the meter.
