Yours all the way to the main under the road
Why, and what to doYours from the meter to your building
Why, and what to do
If something’s wrong
If a repair needs a permit or an inspection
- Who issues it:
- City of Gardena, Engineering Division
- What it covers:
- work on house laterals under a sewer permit, and excavation in the street under a separate encroachment permit from the same division
The City of Gardena states that "any construction or activity involving the construction, repair, or alteration of public sewers, main line sewers, house laterals, or sewage pumping plants requires a permit from the Engineering Division of the Public Works Department". Separately, any "excavation or encroachment in any street, curb, gutter, sidewalk, driveway" also "is required to obtain an encroachment permit from the Engineering Division of the Public Works Department". A lateral replacement that reaches the main is both.

Who is responsible for which part
The property owner maintains the sewer lateral, and in Gardena the code's own definition puts the run under the road on them explicitly: a "house lateral" here means the pipe from the property line to its connection with the main sewer. The City maintains the main and claims no part of the lateral.
- The property owner
- All of it, and the code is unusually explicit about the half that costs. Section 13.04.130 states that "all house laterals, industrial connection sewers and appurtenances thereto now existing or hereafter constructed shall be maintained by the owner of the property served in a safe and sanitary condition" - and section 13.04.030 defines a house lateral as "that part of the horizontal piping beginning at the property line or sewer right-of-way line and extending to its connection with the main line sewer". So the run beneath the public street, including the connection at the main, is the owner's by definition rather than by inference.

What to do: Ask the Engineering Division for both at once - the sewer permit for the work on the lateral and the encroachment permit for the excavation - since one department issues them and a single conversation can settle both. Ask for the fees at the same time; the City links a fee schedule rather than publishing figures on either page.
City of Gardena, Public Works - Sewer PermitWhy this matters
Gardena runs its own sewers, so the two permits a lateral repair needs - one for the pipe and one for the road - both come from the same Engineering Division: one department, two applications. That is easier to satisfy and just as easy to miss, because neither page mentions the other. The sewer permit also names "house laterals" outright.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
