Golden State Water owns the service pipe, the curb stop, the meter and the meter box, and says plainly that it maintains them: "We maintain the pipes up to the water meter, but any leaks or issues beyond the meter are the responsibility of the property owner." The tariff stops at title, but the company answers the repair question itself, on its customer pages: "Golden State Water is responsible for the underground service line that connects their property to the water main", and, on a high bill, that investigating past the meter is the customer's job "since Golden State Water is only required to maintain the water lines up to the meter".

What else is worth knowing

Where the promise lives is worth knowing if you ever have to hold the company to it. The filed tariff - the document the Public Utilities Commission approves - gives ownership and stops there; the undertaking to maintain is on Golden State's own customer pages instead. Those pages are the company speaking about its own obligations and are the best answer it publishes, but they are not a tariff and can be reworded without a filing. Two things follow. If the leak is on the street side of your meter, start from the company's own sentence that it maintains the pipes up to the meter. And do not read the tariff's access clause as a repair duty: it lets the company reach its equipment on your land, which is not the same as promising to fix it - the promise is the sentence on the customer page, not that one.
