Arcadia Municipal Code section 7430 bars anyone from constructing, using or altering any "house connection sewer" without "first obtaining a permit from the City Engineer". Where the work trenches into a public street, section 7430.2 requires a certificate of insurance "naming the City as additional insured" before the permit is issued.
What to do: Before repairing or replacing your house connection sewer, have the contractor apply to the City Engineer for the sewer permit and file the insurance certificate if the street will be opened. Using a State-licensed contractor avoids the separate deposit or bond that section 7431 requires of anyone else doing the work.
