What is required
Monrovia Municipal Code section 12.08.010 makes it unlawful to make "any excavation in or under the surface of any public place for the installation, repair or removal of any pipe, conduit, duct or tunnel or for any other purpose without first obtaining from the street superintendent a written permit to make such excavation and paying all fees for permit, inspection and trench resurfacing."
What to do: Before a repair in the street, have the contractor apply to the street superintendent for the excavation permit. For a repair or a service connection the application does not need the usual plat - section 12.08.010 waives it for excavations "made for service connections for the location of trouble in conduits or pipes or for making repairs thereto".
