Who is responsible for which part

Arcadia's water department keeps the service and the meter as its own, with the repair bill for ordinary wear. Section 7540.12 provides that "All services and all water meters and boxes installed by the Department shall at all times remain the property of the Department", and that "The expense of maintenance, repair, renewal or replacement of such services, meters, materials and boxes due to normal wear and usage shall be borne by the Department." This is Arcadia's own statement.

Section 7540.1 provides that "Each consumer shall at his own expense keep his service pipes, fixtures, stopcocks, gate valves and all other water apparatus other than that owned by the Department in good repair and free from leakage", and makes the consumer liable for all damage from failing to.

The Department's repair duty is for normal wear: section 7540.12 provides that "All other expenses of maintenance, repair, replacement and renewal shall be charged to and paid for by the consumer", so damage you or your contractor cause to the service or meter is billed back. Check the name on your water bill first. The City supplies most of Arcadia, but small sections are served by San Gabriel Valley Water Company, California American Water, or Golden State Water's South Arcadia system, and there these sections do not apply - that company's own rules, filed with the Public Utilities Commission, do. The State's register also puts a small part of Arcadia in California American Water's East Pasadena system's service area; if California American Water's East Pasadena system bills you, its own rules apply.

Section 7424 provides that "All house connection sewers, industrial connection sewers, and appurtenances thereto, now existing or hereafter constructed, shall be maintained by the owner of the property served in a safe and sanitary condition", and section 7426 that "The City shall in no event be responsible for the maintenance or repair of or for removal of obstructions in or to any house connection sewer".
