Who is responsible for which part
Apple Valley puts the whole lateral on the owner in one sentence. Section 10.01.050 provides that "The owner of any property connecting to the local sewer collection system shall be required to maintain the sewer lateral from their building or structure to the sewer main at their own expense", and that "The Town's responsibility shall be limited to maintenance of main sewers and manholes."
- The property owner
- The sewer lateral from the building to the sewer main, at the owner's own expense - the length under the street included. The same section adds that "The Town does not maintain privately owned sewer laterals."

What to do: Before replacing your lateral or reconnecting it, apply at the Town's office for the authorization and connection permit, and budget for restoring any street, sidewalk or parkway the trench crosses.
Apple Valley Municipal Code section 10.01.100, Sewer connectionWhy this matters
The owner maintains the lateral all the way to the main, so replacing it - or any repair that has to reconnect at the main - is work on the Town's sewer that needs the Town's authorization first. Streets and parkways opened for the work must be restored "at the sole expense of the person responsible for such installation", under section 10.01.110.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
