Who is responsible for which part

Apple Valley puts the whole lateral on the owner in one sentence. Section 10.01.050 provides that "The owner of any property connecting to the local sewer collection system shall be required to maintain the sewer lateral from their building or structure to the sewer main at their own expense", and that "The Town's responsibility shall be limited to maintenance of main sewers and manholes."

What else is worth knowing

Nothing conditions the split. Newer laterals have a cleanout at the property line - section 10.01.110 requires "A clean-out shall be installed on each lateral at the property line to accommodate testing and future cleaning operations" - which is where a blockage is usually reached from, but the cleanout does not move the line of responsibility: the owner's duty runs to the main either way. Some properties in the Town use an onsite septic system rather than the sewer - section 10.01.060 governs those, and they are the owner's to maintain too - so check that your property is connected, and the name on your sewer bill, before relying on this.
