Who is responsible for which part

In Edgewood the City owns and maintains the side sewer, the length between the City's sewer main and the right-of-way or easement line, once it has accepted it; the owner owns and maintains the building sewer on the property. Section 11.45.130(A) of the Edgewood Municipal Code provides that "The owner of the property served by a building sewer shall construct, pay for, own, operate and maintain the building sewer."

Section 11.45.010(A) provides that once the City approves and accepts a side sewer and the owner transfers it, "The city shall thereafter own, operate, maintain, and retain full rights of access to the side sewer for inspection and maintenance purposes", and section 11.45.030(B) that "The city or its designee shall be responsible for the maintenance of the side sewer".

What decides which applies

The dividing point is the right-of-way or easement line. The owner must report a blocked side sewer to the City promptly. The City's ownership follows its acceptance of a side sewer the owner built and transferred by bill of sale. This answer is for property on the City's sewer; much of Edgewood is not sewered. Pierce County's sewer service area map puts about 0.5% of Edgewood's land with Pierce County Sewer, and Lakehaven Water and Sewer District's own map puts about 0.9% with the District; both leave the side sewer to the owner all the way to the main. Check the name on your sewer bill.
