Who is responsible for which part

Willits splits maintenance at the property line, but a side sewer that fails the City's test is the owner's to fix all the way to the main. Section 13.08.090 provides that "Building sewers and all other sewerage facilities located on private property shall be maintained by the owner of the property served thereby", and limits the City's responsibility to "The maintenance of sewer laterals from right-of-way lines to the sewer mains lines".

The property owner
The building sewer, which runs from the building "to the property line", and every other sewerage facility on private property. For a lateral problem the City advises the owner "it is the responsibility to acquire the services of a private sewer cleaning company", and if City crews have to clean the lateral out in an emergency the owner is billed for time and material.

What decides which applies

Two things decide which applies. First, the City's share is maintenance of the lateral, not clearing it: a blockage in the lateral is the owner's to have cleared by a private company, and emergency cleaning by City crews is billed to the owner. Second, under the City's sewer lateral inspection program, "It shall be the responsibility of the property owner to repair and or replace any side sewer which has been found through testing and/or inspection to exhibit conditions which would permit infiltration to enter the sewer system" - and the side sewer "includes the building sewer and lateral sewer together", from the building to the main. That testing is triggered by a sale, an overflow, a major remodel and other events. These sections govern property on the City's sewer.
