Who is responsible for which part
Willits owns everything it installs from its main up to and including the meter box and repairs that service connection at its own expense. Its leak adjustment policy says the City is not responsible for maintaining water lines beyond the end of its service connection, and refers to leaks in the property owner's system. Section 14.32.050 provides that "All facilities installed from the main up to and including the meter box shall be and shall remain the property of the city". This is Willits's own statement.
- Willits
- The service connection - the pipe from the main, the curb stop, the meter and the meter box - which is City property. The code lets the water department maintain, repair or replace those facilities without the owner's consent and provides that "The city shall maintain, repair and renew all meters when such maintenance, repair or renewal is made necessary by reason of normal wear and tear." The City's residential leak adjustment policy states that the City repairs and maintains the water service connection, including the meter and meter box, at its own expense. The City's water page describes the "system-owned service lines between the water main and meter boxes".
- The property owner
- The pipe beyond the end of the City's service connection, past the meter box. The leak adjustment policy says the City is not responsible for maintaining water lines beyond the end of its service connection, and refers to leaks in the property owner's system. The code places a customer shutoff valve, where there is one, "between the meter and the home".

Willits Municipal Code section 14.32.050, Owner of facilitiesWhat Willits reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Willits has classified less of its network than most of California: 100.0% of its service lines are still unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 95% of Willits' land inside the boundary it maps for the city's own water system. A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Unclassified means nobody has established what the pipe is made of. It does not mean lead was found.
- Classified does not mean inspected, and this system inspected less than most. Willits established 0.0% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Willits says:
Willits splits maintenance at the property line, but a side sewer that fails the City's test is the owner's to fix all the way to the main. Section 13.08.090 provides that "Building sewers and all other sewerage facilities located on private property shall be maintained by the owner of the property served thereby", and limits the City's responsibility to "The maintenance of sewer laterals from right-of-way lines to the sewer mains lines".
Your sewer lateral is yours to the property line; your water line stops being yours at the meter.
