Who pays for the sewer lateral in Taft, CA
Which part of the pipe is yours
Yours all the way to the main under the road
Why, and what to do
If something’s wrong
If a repair needs a permit or an inspection
- Who issues it:
- City of Taft, Director of Public Works
- What it covers:
- constructing or altering a public sewer or other sewering facility discharging to the City's facilities, and constructing a house connection to the City's lateral, collecting or mainline sewer
Taft Municipal Code section 3-3-3 provides that no person other than City maintenance personnel, persons contracting to do work for the City "or persons possessing a valid sewer connection construction permit issued by the City" shall construct or alter any public sewer or other sewering facility discharging to the City's facilities. A house connection to the City's sewer also needs the Director of Public Works' permit for its construction and the "necessary permit for excavation within the public rights of way". The owner maintains the house connection to the City's sewer, so this is the permit for that work.

Who is responsible for which part
Taft puts the house connection on the property owner, from the building sewer to the City's sewer in the street. Section 3-3-3 of the municipal code provides: "All portions of house connections and building connections between the connection to the building sewer system and the City lateral sewer, collecting sewer or mainline sewer shall be maintained by the owner of said connection." Section 3-3-1 defines the house connection as "The sewer connecting the building sewer or building waste drainage system to the public sewer", and adds: "Maintenance of any house or building connection shall be the responsibility of the owner of the building served by such connection."
- The property owner
- The whole house connection, the part under the street included, from the building sewer to the City's public sewer it joins. In Taft's code the "lateral sewer or collecting sewer" is not the pipe from a house: section 3-3-1 defines it as "The public sewer, usually used to collect wastewater from house connections and industrial connection sewers". The code does not say whether the fitting on the public sewer is the owner's or the City's.

What to do: Before building a house connection to the City's sewer, or other sewer work that discharges to the City's facilities, ask the City of Taft's Director of Public Works for a sewer connection permit and an excavation permit for the right of way, and what fees and deposits apply.
Taft Municipal Code section 3-3-3, Sewerage construction and sewer useWhy this matters
The connection permit comes with the payment of all fees required by the chapter and other sections of the Taft Municipal Code, and the excavation permit with "the payment of all fees and deposits required in connection with the replacement of public improvements required to be disturbed by construction of said sewer connection." Construction plans and specifications go to the Director of Public Works for approval, and approval of plans and permits for connection "are not transferable from one person to another person or from one location to another location." Every house and building must be separately connected to the public sewer, with the exceptions the section allows.
