Buying or selling?

South San Francisco requires the lateral to be inspected and put right before an older property is sold. Section 14.14.190(d) provides that "Whenever any property is to be transferred to or vested in any other person or entity due to a sale, and that property includes any buildings or structures constructed more than twenty-five years prior to the date of transfer or vesting, the sewer lateral(s) to that property shall be tested for infiltration, and all necessary repairs or replacements performed to prevent all infiltration." For a home, the owner has the lateral video-inspected at their own expense; "All repair or replacement work shall be approved by the city prior to the transfer of title", after which the City issues a certificate of compliance.

Who is responsible for which part

Where the City of South San Francisco collects the sewage, the dividing point is a cleanout in the right place. Section 14.14.040 of the municipal code provides that "The city shall maintain the building sanitary sewer lateral from a city-approved cleanout wye to the city sanitary sewer main when a cleanout is provided either in the sidewalk, or if there is no sidewalk within the public right-of-way then it shall be installed within two and one-half feet of the city main or in such a location as approved by a city issued permit." Without such a cleanout the owner keeps the whole run, to and including the wye on the main.

What to do: If you are selling in South San Francisco, ask the City's engineering division whether a certificate of compliance is already on file for the property. If not, have a licensed contractor video-inspect the lateral early and send the video, the City's inspection report form and the certificate application to the City, so any repair is approved before escrow closes. If your sewer bill comes from the Westborough Water District, confirm with the City that the exemption applies.
