Buying or selling?
Before title transfers, the seller is to provide a valid compliance certificate to the buyer, both brokers and the escrow holder. A certificate is valid for twenty years after a complete replacement and seven years otherwise. The District defines a title transfer as a sale of the whole estate or fee interest, and specifically not a partial interest such as a leasehold.
Planning work?
A valid compliance certificate must be given to the agency approving a building permit for construction, remodelling, modification or alteration - and separately for any change of use, which the District defines to include adding a second dwelling unit.

Who is responsible for which part
The property owner maintains, repairs and replaces the whole lateral, running from two feet outside the foundation wall to the public main and including the connection.
- The property owner
- The District states that "it shall be the responsibility of the property owner to perform all required maintenance, repairs and replacement of the private sewer lateral, including backwater valves", and defines that lateral as the piping "from two feet outside the outer foundation wall of the structure to the first encountered publicly owned sewer pipe, including the connection" - so the run beneath the street and the connection at the main are the owner's. Where a lateral serves more than one home, the District places the duty on the homeowners' association or other body responsible for the commonly owned property.

Most relevant if you are selling or buying

What to do: Ask Sausalito-Marin City Sanitary District whether a current certificate already covers this property, and if it is a condominium or shares a lateral, ask which provision applies before assuming this one does.
Sausalito-Marin City Sanitary District Code chapter 2.33, InspectionWhy this matters
The District states that this requirement does not affect the legality of the transfer, and that where a certificate cannot be obtained in time the owner may request a conditional certificate giving ninety more days - either by depositing $4,500 into escrow or by agreeing that the District arranges the work and collects the cost on the tax roll. If the work is not finished within those ninety days the District may enter the property, do it, and bill for it. Multi-unit buildings on a shared lateral are handled under a separate provision addressed to the homeowners' association, so a condominium sale may work differently.
Also in force here

What to do: Ask Sausalito-Marin City Sanitary District which subsection applies to your project before assuming the $50,000 exclusion covers it, and whether the lateral's age qualifies it.
Sausalito-Marin City Sanitary District Code chapter 2.33, InspectionWhy this matters
The District excludes remodelling, modification and alteration work costing less than $50,000. It does not name construction in that exclusion, so new construction appears to be covered at any value. Adding a second dwelling unit is treated as a change of use, which carries no threshold at all. A lateral less than ten years old at the date of the permit application may qualify for a certificate without an inspection, on evidence such as a permit showing complete replacement.
Assistance programmes
Sausalito-Marin City Sanitary District lateral rehabilitation grant
50% of the cost of the CCTV inspection and the repair or replacement, up to $2,000. If the inspection finds no repair is needed, the District reimburses it in full up to $400 with no matching contribution - which is the case most sellers are in, and the only programme found so far that pays when nothing is wrong. Apply and be approved before the work starts. Separately, the District charges a $150 fee for its own inspection and certificate, waived where repairs are completed; that is a fee it takes rather than a grant it gives.
The District states assistance "will be available only to registered owners of residential or commercial property within the boundaries of Sausalito-Marin City Sanitary District". At least two quotes from licensed contractors go to the District for review, and it states "work may be scheduled and completed after the application has been approved by the District". Funds are limited and issued first-come.
