Who is responsible for which part

In Rohnert Park the owner maintains the whole sewer service lateral, from the building to the City's sewer main. Section 13.26.030(A) of the City's code provides that "The owner of any premises is responsible for the maintenance of the sewer service lateral, including both the building sewer and the street lateral."

The property owner
Both pieces of the lateral. The code defines the building sewer as a sewer "extending from two feet outside the building to either the street lateral or the private sewer", and the street lateral as "the portion of the City sewer that connects the sewer main to the building sewer at the property line". Section 13.26.030(A) adds that "The owner shall perform all necessary maintenance to keep the sewer service lateral free from roots, grease deposits, and other solids", and 13.26.030(B) puts the repair and replacement of the building sewer on the owner as well.

What else is worth knowing

The code divides the lateral at the property line in name, and calls the street lateral part of the City sewer - a term it defines as a public sewer maintained by the City - but section 13.26.030(A) puts the street lateral's maintenance on the owner along with the rest. The general duty to repair and replace is written for the building sewer - section 13.26.030(B) requires "all necessary repairs, including replacement, of the building sewer" - and section 13.26.045(B) extends it to the whole service lateral when an owner applies to build a new structure on a lot with an existing lateral, to connect a previously unconnected structure to one, or for a change of use of the kinds that section lists. For a structural failure under the street in any other situation, ask the City's Public Works department who repairs it before work starts.
