Who is responsible for which part
Reedley puts the building sewer on the owner all the way to the main. Section 8-3-3 provides that "Building sewers between the building drains and the main sewer shall not be considered appurtenances to or part of the main sewer and the responsibility for maintenance of said building sewer shall be that of the owner or person in charge of the premises served by said building sewer."
- The property owner
- The building sewer from the building drain to the main sewer, the length under the street included. Its installation is the owner's too: section 8-2-4 provides that "All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner."

What to do: Before replacing the building sewer, have the contractor obtain both permits, give public works the 24 hours' notice for the connection, and book the inspection before backfilling.
Reedley City Code section 8-3-2, Permit required; feeWhy this matters
The owner's building sewer runs to the main, so replacing it is two permits, not one - the building inspection permit and the public works permit for the street - and the trench "shall remain unfilled until inspection shall have been made". A connection to the main must be made under the public works director's supervision, with at least twenty-four hours' notice.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main; your water line stops being yours at the meter.
