Section 14.16.340(A) of the City's code provides that "Maintenance of sewer connections, whether on public or private property, is the responsibility of the owner of the premises."

Where the City finds an existing connection in an insanitary condition, the city manager may order it repaired, modified or replaced, and section 14.16.350(C) makes it "the obligation of the owner of the premises served by the connection to comply with the order at the owner's expense." The City's wastewater collections page says the same: "The public sewer system does not include the sewer laterals that connect homes and businesses to the public system."
