Who to call first about the water service line
Who is responsible for which part
The City owns the water service connection - the pipe from the main with its meter valve, meter and meter box - and the customer keeps their own pipes and fittings in repair. Section 14.08.230 has customers keep their service pipes and appurtenances in good repair "excepting the service installed and owned by the city". This is Redding's own statement.
- Redding
- Title to the service connection. The City owns the service from the main up to the premises: the code defines it as "the pipeline and appurtenant facilities, such as the meter valve, meter and meter box, used to extend water service from the distribution main to the premises", and section 14.08.030 provides that "All distribution facilities, including all mains, valves, meters and related appurtenances shall be the property of the city". The code places repair of the customer's line on the customer - section 14.08.230 has customers keep their pipes in repair "excepting the service installed and owned by the city" - and does not say in words who repairs the City's service.
- The property owner
- Your own service pipes, fixtures, control valves, pressure regulators and other appurtenances. Section 14.08.230 provides that customers "shall keep their service pipes, fixtures, control valves, pressure regulators, and other appurtenances, excepting the service installed and owned by the city, in good repair and free from leakage at customer's own expense", and the City may disconnect the service on ten days' notice if necessary repairs are not made.

Redding Municipal Code section 14.08.230, Customer responsibility for maintenanceWhat Redding reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Redding has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- This answer applies inside the area the State maps for Redding's own water system, which does not follow the city limits: some addresses in the city are served by another supplier, and some outside it are served by the city. An address search checks which side an address is on.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Redding says:
In Redding the sewer connection - the private sewer lateral - runs from the premises to the public sewer, and it is the owner's to maintain on public and private ground alike. Section 14.16.340(A) of the City's code provides that "Maintenance of sewer connections, whether on public or private property, is the responsibility of the owner of the premises."
One of the two authorities does not say where its side ends, so the two answers cannot be compared here.
