Who is responsible for which part
In Placerville the private sewer lateral is the property owner's from the building to its connection with the City's sewer line, including the length under the street. Section 7-4-19 of the City's code provides: "The city shall not be responsible for any construction, repair or maintenance for any sewer line other than the city's sewer mains." Chapter 7-17 requires each owner, at the owner's expense, to "inspect, maintain in good working order, repair, and replace, as necessary, the PSL".
- The property owner
- The whole private sewer lateral, which section 7-17-4 defines as the pipes that carry wastewater "from the structure(s) served to the point of connection at the public sewer line located in the City right-of-way or easement". Section 7-4-19(D) adds: "The sewer lateral and cleanout shall be maintained by the property owner." Where maintenance needs excavation in a City right-of-way, section 7-17-5 requires the owner to "apply for and receive an encroachment permit from the City".

What to do: If you are selling a Placerville property, check whether it has a valid certificate or a lateral permit finaled within twenty years; if not, have a licensed contractor video the lateral from the building cleanout to the main early, and ask the City for an extension if repairs cannot be done before escrow closes.
Placerville City Code section 7-17-6, Certification of Lateral Compliance (COLC) requiredWhy this matters
To get the certificate the lateral is video-inspected and, if it does not meet the California Plumbing Code, a residential owner "shall repair or replace the PSL in its entirety from the structure to the main". A certificate is valid for up to twenty years. No certificate is needed where the owner already holds a valid one, or where a lateral was installed under a permit finaled less than twenty years ago. If repairs cannot be finished before the close of escrow, the Director may grant an extension of up to 180 days. The same certificate is also required when a property is subdivided, when two or more plumbing fixtures are added, for work costing 25 percent or more of the structure's value, and when the lateral is repaired.
