Who is responsible for which part
Pittsburg splits the lateral where the street begins. Section 13.26.020 provides that "Each property owner is responsible for the installation, repair and maintenance of the sewer lateral within the owner's private property (upper lateral)", and that "The city is responsible for the repair and maintenance of the sewer lateral within the public street or public easement (lower lateral) and the sewer main."

- The lower lateral - the part within the public street or public easement - and the sewer main, which section 13.26.010 says "includes the "y" or "t" connection attaching the sewer main line to the individual sewer lateral lines."
- The property owner
- The upper lateral, between the building and the street right-of-way or utility easement. "Each owner shall keep his/her sewer lateral in good order at his/her own expense".

What to do: If a blockage or break may be under the street, ask Public Services to determine where it is before paying for the repair; be ready to sign a reimbursement agreement if the fault turns out to be on your side.
Pittsburg Municipal Code section 13.26.040, Dispute over location of sewer malfunctionWhy this matters
It cuts both ways. If the malfunction is in the owner's upper lateral, the City may repair it on notice, may require a written reimbursement agreement first, and "The property owner shall reimburse the city for all costs necessarily incurred by the city in performing the repair work to the sewer lateral." A malfunctioning lateral on private property is declared a public nuisance.
