Who is responsible for which part
Paso Robles puts the whole private lateral on the owner, all the way to the City's sewer. Section 14.08.030(F) provides that "All privately owned building laterals and private sewage disposal systems and appurtenances from all points of the property to the city sewer, shall be maintained by the property owner in a safe and proper operating condition".
- The property owner
- The building lateral from the building to the City sewer - "from all points of the property to the city sewer" - including the length under the street, kept in a safe and proper operating condition.

Most relevant if you are selling or buying

Also in force here
Paso Robles can require you to film your lateral and order it fixed. Section 14.08.030(F)(2) provides that "The director may require a property owner to submit to the city a video of the private lateral and appurtenances", and that where the lateral "has become unsanitary or a threat to health or property, the city shall order in writing that plumbing be removed or placed in a safe and sanitary condition."
What to do: If the City asks for a video, have a plumber run a camera through the whole lateral to the main and keep the recording. If the City then orders a repair, note the deadline in the order and ask the City which permits the work needs before the contractor starts.
Paso Robles Municipal Code section 14.08.030, General regulationsWhy this matters
The request can come without anything having gone wrong that you knew about, and once it is made the time is set by the City: "Any such order shall fix a reasonable time limit for compliance", and "No person shall use or maintain defective plumbing after receiving such notice." Because the owner's lateral runs to the City sewer, the repair the video finds may be under the street - the most expensive part of the line.
