Who is responsible for which part
Arroyo Grande puts everything but the City's main on the owner, the fittings on the main included. Section 13.12.120 provides that "Lateral sewers shall be installed by a contractor licensed to do sewer work and shall be maintained by the property owner", and section 13.12.160 defines the building sewer, for the purposes of the chapter, "as all sewerage exclusive of city main line including, but not limited to, the wyes, tees, saddles, laterals and plumbing."
- The property owner
- The building sewer and the lateral sewer - "that portion of a sewer lying within a public right-of-way or easement which lateral connects, or is intended to connect, a building sewer to a main sewer" - with the wye, tee or saddle where it joins the main. For shared lines, section 13.12.110 provides that "All maintenance of building sewers are the responsibility of the lot owners or appropriate owner's association exclusive of the city main line."

What to do: Clearing a stoppage or fixing a leak needs no permit under this chapter. For any replacement, have a contractor licensed for sewer work request the City's approval in writing before starting.
Arroyo Grande Municipal Code section 13.12.140, ApprovalWhy this matters
The building sewer here runs all the way to the City's main, wye and saddle included, so a replacement anywhere along it - under the street as well as on the lot - needs the City's approval. Section 13.12.150 says that approval comes as "an encroachment permit, a building permit, approved subdivision plans or other permit applicable to the overall project involved", and laterals must be installed by a contractor licensed to do sewer work.
