- The City's code provides for a "service pipe extended at right angles from the main to the curbline and including a stopcock placed within the lines of the street curb, which service pipe and stopcock shall thereafter be maintained by and kept within the exclusive control of the city". Separately, "all meters, unless otherwise authorized by the superintendent, shall be and remain the property of the city" - though the code never says where the meter sits.
- The property owner
- Everything from just past the meter into the building. The code does not say so - it states what the City maintains and stops - but the City's own standard drawings label the customer's side item by item, beginning at the coupling on the outlet of the meter and running on through the customer's hand valve, pressure regulator and rigid piping, each marked as the customer's. The only explicit owner-maintenance language in the code itself covers premises that do NOT abut a main, where the connecting pipes are laid and maintained at the owner's expense. Note that Morgan Hill's sewer lateral, by contrast, is explicitly the owner's under a separate chapter of the same code.
- What else is worth knowing
- The code and the drawings do not put the line in quite the same place, and the gap is a few feet of pipe. The code has the City's service pipe run "to the curbline" and stop at a stopcock within the street curb; the drawings carry the City's side on to the meter and its tail piece. Where the meter box sits behind the kerb - which is how the City draws it - the length between the stopcock and the meter is the City's on the drawings and unaddressed by the code. Nothing read puts it on you. Two things follow. If a leak appears in that stretch, start from the drawings: they are the City Engineer's own sheets and they label the meter tail piece "CITY OWNED". And be careful with a different sheet if anyone shows you one - drawing W-9 covers private water laterals of four inches and larger, where the split is drawn right back at the valve on the main and the owner takes the lateral from there. That is a fire service arrangement, not the domestic one, and it does not describe an ordinary house connection.
