Also in force here
Kerman Municipal Code section 13.04.100(A) provides that once utility service is available within two hundred feet of an existing residence or occupied structure in the city, "and within two years of receiving written notice of the director of public works that said service is available, the owner or person responsible for the residence or structure shall cause the residence or structure to be connected to and use the services available".
What to do: If you have received the director of public works' notice, note the two-year date, and ask the City for the connection fees and permits before pricing the work.
Kerman Municipal Code section 13.04.100, Service requirementWhy this matters
A property still on a septic system or a private well is not left alone once the City's lines come near: after the director's written notice the owner has two years to connect, and pays "all costs, fees and charges related thereto, including but not limited to, costs of installation and connection, inspection" and the permits for connection. The lateral that results is the owner's to maintain, connection to the main included.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
