Who is responsible for which part

The whole lateral is yours, including the fitting where it meets the District main - and the District's own page tells you less than that, because it talks about clearing blockages while the ordinance behind it decides repairs.

The property owner

Everything from two feet outside the building to and including the connection at the main. The District's page puts the day-to-day half plainly: "the owner of the property is responsible for keeping the sewer lateral clear between the building and the main sewer line as illustrated above", and "locating the sewer lateral is the owner's responsibility, although we will attempt to assist with available records and information". The District will inspect at no charge to establish where a stoppage is, but says it "will not assume the cost of your contractor's call, regardless of the location of the stoppage". Repair and replacement are settled elsewhere, in the District's Ordinance No. 78 of 1989, which is linked below and is a scan. Its section 2 makes the District responsible for the maintenance and repair of the main sewer only, and not for sewer connections, street connections or house sewers as those are defined in Ordinance No. 5 - and those three definitions between them cover the house sewer from two feet outside the foundation wall, the street connection from the property line to the main, and the connection to the main itself.

What else is worth knowing

Nothing splits the pipe, and the thing to be careful about is the difference between the two documents rather than any condition in them. The District's web page is about keeping the line clear; it does not say who pays to repair or replace it, and reading a blockage duty as a repair duty would be putting words in the District's mouth. The ordinance is what answers that, and it answers it the other way from several neighbouring authorities: the connection at the main - normally the most expensive fitting on the run, because reaching it means opening the road - is on your side of the line.
