Who is responsible for which part

The District's 2025 Sewer System Management Plan defines a private sewer lateral as running "from the plumbing of a building to a CVWD collection line, including portions that extend across public rights-of-way and the saddle, wye or other physical connection", and says such laterals "are privately owned and maintained". Its customer FAQ puts it more narrowly - "from their property line to the house" - and names two fittings most authorities leave unsaid, the "clean out" and "back-water valve". The valve matters more than its size suggests: it "is installed to prevent any back up sewage in the district system from entering the customer's property", and inspecting and maintaining it is yours.

The lateral, and the District's plan carries that further than its help page does. The 2025 Sewer System Management Plan defines a private sewer lateral as "the sewer pipeline from the plumbing of a building to a CVWD collection line, including portions that extend across public rights-of-way and the saddle, wye or other physical connection to the collection line", states that "private sewer laterals are privately owned and maintained", and that "the property owner is fully responsible for installation, maintenance and repair of the private sewer lateral(s)". The customer FAQ states the nearer half of the same duty - "sewer system customers are responsible for their sewer line from their property line to the house, which includes the sewer 'clean out' and 'back-water valve.'" - and adds that "the back-water valve should be inspected and maintained periodically by a local plumbing service to ensure it is functioning properly."

What else is worth knowing

The property line divides it, and two things about that are worth carrying away. The first is the backwater valve. The District explains that it "is installed to prevent any back up sewage in the district system from entering the customer's property" - so the device that protects your house from the District's own system is on your side of the line, yours to inspect and yours to replace, and the District says plainly that it should be checked periodically rather than left until it is needed. Most people have never looked at theirs. The second is the one that costs money, and it is where the District's two published answers stop agreeing. The customer FAQ says you are responsible "from their property line to the house" and stops. The District's Sewer System Management Plan, approved by its Board on 24 June 2025 and certified under penalty of perjury, goes further: it defines a private sewer lateral as "the sewer pipeline from the plumbing of a building to a CVWD collection line, including portions that extend across public rights-of-way and the saddle, wye or other physical connection to the collection line", states that "private sewer laterals are privately owned and maintained", and says plainly that "the property owner is fully responsible for installation, maintenance and repair of the private sewer lateral(s)". The same plan records the practical consequence: a backup "caused by a blockage or other malfunction of a private sewer lateral" is not treated as a District spill. What the District keeps is the system those laterals run to: the plan states that "CVWD owns, operates, and maintains a comprehensive sanitary sewer collection system that provides wastewater conveyance services to residential, commercial, industrial, and institutional customers throughout its service area". So the FAQ's property line is the narrower of two published answers and the plan is the newer and the more formal one - which means the run under the road, and the fitting where it meets the main, are very likely yours. Ask the District which governs your address before you dig, and do not assume the property line ends your responsibility because a help page mentions it.

The meter divides it cleanly and the District states both sides, so there is no gap to argue about. What is worth knowing is the pressure regulator. It sits on your side of the meter, many owners do not know their house has one, and the District says it needs periodic maintenance. When one fails it does not look like a plumbing fault - it looks like the water pressure has gone wrong, which people report to the utility. High pressure from a failed regulator works away at every fitting and appliance in the house, so it is worth knowing where yours is before it matters. For the other side the District's instruction is simply to ring them: "if you suspect a break on the Districts side of the meter, please call the District immediately." And one thing to check before relying on any of this: the State's register puts the District's system over about nine-tenths of Rancho Cucamonga's land and San Gabriel Valley Water Company's Fontana system over about 2% - if San Gabriel Valley bills you, its own rules apply. The remaining tenth is ground inside the city limits that no published water service area reaches - not a rival utility, and not necessarily unserved. Check the name on your water bill.
