- making any excavation in or upon a city street, where the owner's building sewer runs under one to the public sewer
Hughson Municipal Code section 12.08.010 makes it unlawful for any person without a franchise or other authority of law "to make any excavation in or upon any city street" or to install a pipeline in one "without first applying for and obtaining a permit from the public works department as herein provided." The City's sewer code puts the owner's building sewer all the way to the public sewer, connection included, so a repair where that pipe runs under a city street needs this permit.

Who is responsible for which part
In Hughson the property owner is responsible for the building sewer all the way to the City's sewer, the connection to it included. Section 13.04.450 of the City's code provides that "The owner of any premises shall be responsible at his own expense for the installation, maintenance, repair, and cleaning out of the building sewer and cleanout, including the connection to the public sewer, for the premises owned by him."
- The property owner
- The building sewer, which section 13.04.100 defines as "that part of the horizontal piping of a drainage system which extends from the end of the building drain to the public sewer", its cleanout, and the connection to the public sewer. The code places the cleanout "at the point where the building sewer connects to the public sewer". Section 13.04.450 adds that "Each owner shall be liable for any damages which may result from his failure to properly install, maintain, repair, or cleanout the building sewer or cleanout for the premises owned by him."

What to do: Before digging in a city street to reach the building sewer or its connection, apply in writing to the City of Hughson public works department at least 10 days ahead, and ask what deposit or bond the work will need and what insurance evidence the director will accept.
Hughson Municipal Code chapter 12.08, Excavations and InstallationsWhy this matters
Section 12.08.040 wants the application "in writing at least 10 days prior to the date of commencement of the work", with a deposit of cash, a certified or cashier's check, or a surety bond "in a sum not less than 100 percent of the total estimated cost of the improvements", returned when the director of public works is satisfied with the work, less the inspection fees and any damage to the City. The application must show the proposed date of commencement. Section 12.08.050 asks for written notice to the director "not less than three work days prior to the commencement of any work under the permit granted unless the date of commencement shall have been specified in the application or permit", makes the permittee repair any settlement of the backfill within one year, and lets the City charge the reasonable cost of inspection. Section 12.08.080 requires evidence of liability insurance before any work on the public right-of-way.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
