Hughson's code treats the customer water service facilities as the City's, and puts the customer's own valve and equipment on the customer's side of the service. It does not say in terms who repairs the service pipe. The code defines a service as "the pipeline and appurtenant facilities such as the curb stop, meter and meter box, if any, all used to extend water service from a distribution main to premises." This is Hughson's own statement.
- Hughson
- The City's service facilities, as its property. "All facilities installed by the city on private property for the purpose of rendering water service shall remain the property of the city and may be maintained, repaired or replaced by the water department without consent or interference of the owner or occupant of the property." The customer is liable for damage "to the city-owned customer water service facilities" caused from the premises.
- The property owner
- The customer's side of the service installation. "The customer shall provide a valve on his side of the service installation as close as is practicable to the street", and "shall, at his own risk and expense, furnish, install and keep in good and safe condition all equipment that may be required for receiving, controlling, applying and utilizing water".

Hughson Municipal Code section 13.08.350, Responsibility for equipment on customer's premisesWhat Hughson reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Hughson has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 84% of Hughson's land inside the boundary it maps for the city's own water system. A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Hughson says:
In Hughson the property owner is responsible for the building sewer all the way to the City's sewer, the connection to it included. Section 13.04.450 of the City's code provides that "The owner of any premises shall be responsible at his own expense for the installation, maintenance, repair, and cleaning out of the building sewer and cleanout, including the connection to the public sewer, for the premises owned by him."
Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
