Who is responsible for which part
In Grover Beach the sewer lateral under the street is normally the property owner's, including its connection to the City's main, unless the City Engineer has approved otherwise or the lateral is publicly maintained. Section 51.003 of the City's code defines the sewer lateral as "The portion of a sewer lying within a public right-of-way or easement and connecting a building sewer to a sewer main", and provides: "Unless otherwise approved by the City Engineer or publicly maintained, SEWER LATERALS are privately owned and maintained, including the cut-in or wye connection to the sewer main."
- The property owner
- The sewer lateral, from the property line through the public right-of-way or easement to the sewer main, including the cut-in or wye connection to the main. The code ends the building sewer, the part on the lot, "at the property line"; the chapter does not separately say who maintains it, and section 51.022 provides that "A permit will not be required for the purposes of removing stoppages or performing repairs in any building sewer." Where a backflow prevention device is installed, section 51.019 makes its installation the property owner's cost and its maintenance the owner's sole obligation.

What to do: Before repairing a sewer lateral in the street, apply to the City of Grover Beach Department of Public Works for an encroachment permit, and ask what bond and fee the work will need. Ask at the same time whether your lateral is one the City maintains.
Grover Beach Municipal Code section 51.022, Permits; when required. Ord. 72Why this matters
The City's code makes the lateral under the street privately owned and maintained unless it is publicly maintained, so repairing it is normally the owner's job in the City's right-of-way. Under chapter 150 the applicant for an encroachment or excavation in a street posts a bond, in an amount the Superintendent of Public Works considers enough to guarantee the street is restored, and pays a fee set by resolution; the work is subject to periodic inspection, and "No encroachment, opening, or excavation shall be finally concluded without the express written consent and approval of the said Superintendent of Public Works." Section 51.047 adds that no sewer connected to the City's system shall be "installed, altered, or repaired until the appropriate permits for the work are obtained from the city and all required fees have been paid." No permit is needed to clear a stoppage or repair the building sewer on the lot, and an existing lateral must be examined before any permit that re-uses it.
