Who is responsible for which part
Grand Terrace splits the lateral at the property line. The code names the owner's half the property owner sewer service lateral, "extending from the Structure where the Wastewater is generated down to the property line", and the City's half the City sewer service lateral, extending down from the property line "including the connection to the City's sewer collection system". Section 13.04.160 provides that the costs for "installation, maintenance, and replacement" of each half are the responsibility of the property owner and of the City respectively.

- The upper portion, from the building to the property line. Section 13.04.160(A): "The costs for installation, maintenance, and replacement, of the property owner sewer service lateral (upper portion)" are "the responsibility of the property owner." Section 13.04.170 adds that "The City is not responsible for maintaining the property owner sewer service lateral (upper portion)"; where a blockage in it causes an overflow, "the property owner may request help from the City and shall pay to the City all costs associated with the remediation of such obstruction including cleanup."

Grand Terrace Municipal Code, Chapter 13.04 Sewer ConnectionsWhy this matters
The application is made on the City's forms and filed with the Chief Building Official, who issues the permit. Section 13.04.130 provides that "All sewer connections and pipelines laid in connection with such permit shall be under the supervision of the Chief Building Official and in conformity with City standards." An old sewer line on the lot cannot be put back into use until it has a certificate of inspection.
