Who is responsible for which part

Grand Terrace splits the lateral at the property line. The code names the owner's half the property owner sewer service lateral, "extending from the Structure where the Wastewater is generated down to the property line", and the City's half the City sewer service lateral, extending down from the property line "including the connection to the City's sewer collection system". Section 13.04.160 provides that the costs for "installation, maintenance, and replacement" of each half are the responsibility of the property owner and of the City respectively.
