Section 14.04.010 defines the service connection to include "the tapping connection, the pipe, valves, and other facilities by means of which water is conducted from the distribution main to the meter", and section 14.20.060(A) commits the Public Works Department to maintain, repair and renew it when it wears out in ordinary use.

- The pipework from the meter into the property, starting with your own valve. Section 14.20.050 reserves the City's shut-off valves and service cocks "for the use of the City" and requires customers to "provide their own valves and shut-off cocks between the water meter and the first outlet placed by the consumer".
- What else is worth knowing
- The City's duty is written for ordinary wear, and the code draws two lines at what the customer causes. Meter repairs made necessary "by any act resulting from malice, carelessness, or neglect of the consumer", or by damage from hot water or steam, are charged to the consumer under section 14.20.060(B). And the City's own shut-off valve is off limits except in an extreme emergency - section 14.20.050 adds that "If the shut-off valve is broken by a plumber or resident, the responsible party is liable for repairs and/or replacement", so a contractor who uses the City's valve instead of yours can leave you with the bill. Fit your own shut-off and have your plumber use it. On who serves you, the City's own code settles it for almost everyone: section 14.04.040 fixes the service area as "that area that is within the City boundaries".

The answer is in the Garden Grove Sanitary District's Code of Regulations, whose section 4.10.120 provides that "all residential connections and appurtenances thereto now existing or hereafter constructed, shall be maintained by the owner of the property served in a safe and sanitary condition and all devices or safeguards which are required by this title for the operation thereof shall be maintained in good working order". The District puts the same thing in a reader's words on its own sewers page: "property owners are responsible for the maintenance, repair, and cleaning of the sewer lateral from the house to the public sewer system".
